PM urges improvement of fire prevention and fighting (16/12/2018)
Prime Minister Nguyen Xuan Phuc has issued Directive No. 32 / CT-TTg to strengthen fire prevention and fighting and fire safety checks in residential areas.
The PM requested ministries, sectors and local administrations, the People's Committees of the provinces accelerate the dissemination of fire prevention knowledge, skills and rescue measures to enhance people’s awareness of fire prevention and safety skills.
 
To strictly comply with the democratic regulations under the motto "people know, people discuss, people do, people check" in fire prevention and fighting. 
To expand the movement of typical organizations and individuals who have achievements in fire prevention and fighting.
 
To strengthen measures of inspection, examination, supervision, detection to promptly overcome shortcomings and inadequacies in fire prevention and fighting. 
To allocate funding sources in the annual budget to ensure fire prevention and fighting. 
 
The People's Committees are responsible for managing fire prevention and fighting. To quickly direct and handle when a fire or explosion occurs. 
 
To formulate regulations and specific measures to handle those who convert their functions either at home or in production, trading, warehousing, waste collection, and so on. 
 
To ensure the regime of allowances, means and tools of fire prevention and fighting for the civil defense force in localities. They are recognized as the core force in the fire prevention and fighting and rescue on the spot. 
 
100% residential areas must annually perform firefighting and rescue.
 
The People’s Committee of provinces and cities were asked to arrange firefighting forces, prepare fire prevention measures at places at high risk of catching fire and inspect and handle fire safety violations.
 
Firefighting drills should be conducted at all residential areas every year with the participation of fire-fighting forces.

The Prime Minister asked the Ministry of Construction to work with the Ministry of Public Security to review regulations on fire prevention and fighting for housing.
 
The Ministry of Public Security was urged to enhance inspections of areas at high risk of catching fire and tighten the management of explosive items and businesses trading these substances.
 
To regularly organize and renovate methods of propagandizing and guiding fire prevention and fighting in each residential areas. To enhance the guidance on exit and escape skills for people in case of fire or explosion.
