The Circular guides training on business start-up and administration, direct training at SMEs, organization of online and mass media training courses for the SMEs and fostering a contingent of cadres, civil servants and officials on charge of supporting the SMEs.
According to the Circular, the State budget will support at least 50% of the expenditures for organizing a training course on business start-up and administration and support 100% of expenditures for students of the SMEs located at disadvantaged areas and owned by women.
This program includes a training courses on knowledge and skills of starting a business, a training courses on improving operational skills, business management, production and business management skills, a direct training course in enterprises on providing comprehensive production knowledge and practical training at the enterprises.
In addition, laborers and managers of the SMEs will be provided with accounts to join the online training courses on websites or smart phones.
The Circular takes effect since May 12, 2019.
