The Gov’t requests urgent actions to serious drought in Central Region (25/07/2019)
Prime Minister Nguyen Xuan Phuc has urged central localities to redouble efforts to cope with the prolonged heat wave, drought and saltwater intrusion in the region.
The public telegraph was sent to Thanh Hoa, Nghe An, Ha Tinh, Quang Binh, Quang Tri, Thua Thien-Hue, Da Nang, Quang Nam, Quang Ngai, Binh Dinh, Phu Yen, Khanh Hoa, NinhThuan, Binh Thuan provinces and cities, the Central Steering Committee for Natural Disaster Prevention and Control, the Ministry of Agriculture and Rural Development, the Ministry of Industry and Trade, the Ministry of Natural Resources and Environment, the Ministry of Information and Communications, the Ministry of Health, the Ministry of Construction, the Ministry of Labor, Invalids and Social Affairs, the Ministry of Finance, the Ministry of Planning and Investment.
The telegraph noted prolonged and widespread heat has been recorded in the central and Central Highlands regions since the beginning of the summer-autumn crop. In particular, extreme heat occurred from June 9 to 12 and from June 20 to 23 with the highest temperatures of between 37 and 40 degrees Celsius. 40oC. Total amount of rainfall was lower and a large number of small water reservoirs were dry. The region has also witnessed a sharp decline in rainfall since the beginning of the crop compared to the average. Water levels in many irrigation and hydropower reservoirs have dropped to 20 – 60 percent of their designed storage capacity. Many small ones have even dried up.
The Viet Nam Meteorological and Hydrological Administration forecast that hot weather would continue to happen in the Central Region and the West Central mountainous region. 
Facing this situation, PM Phuc told ministries, sectors and localities to take urgent measures to deal with it.
Chairmen of aforesaid provincial and municipal People’s Committees were asked to: 
  1. Continue implementing measures to prevent and fight under the direction of the Central Steering Committee for Natural Disaster Prevention and Control.
  2. Assess and calculate water balance to promptly adjust and supplement water use plans
  3. Effectively save and use waters; allocate budgets to fight saltwater intrusion; 
  4. Assess water reserve resources in water reservoirs and irrigation projects; prioritize water supply for daily lives, castle breeding, and industrial plants.
  5. Make a plan to supply in time and fully the varieties of vegetables. 
  6. Invest in new construction, repair and upgrade of centralized water supply works. 
The Central Steering Committee for Natural Disaster Prevention and Control was assigned to:
  1. Inspect and push localities to implement plans on drought and saltwater intrusion prevention’
  2. Keep a close watch on the weather and water resource to regulate water supply in irrigation reservoirs
  3. Disseminate experience of modern and economical irrigation; craft plans to alter plants.
