The Circular clearly states that, from July 1, 2021, the order of issuing, changing and re-issuing citizen identification cards will be as following:
Citizens go to the place to carry out procedures for issuance citizen identification cards or register time & place at the National Public Service Portal, the Public Service Portal of the Ministry of Public Security.
In case of citizens fully meet the conditions for granting, changing or re-granting citizen identification cards, officials shall receive requests for grant, change and re-issue CCCD cards and comply with regulations.
In case of citizen is not eligible for grant, change or re-issue of citizen identification cards, officials shall refuse to accept the request for grant, change or re-issue of citizen identification cards and clearly state the reasons.
After receiving the request for grant, change or re-issue of citizen identification cards, the citizen information collector shall do the following:
1- Searching for citizen information in the National Population Database to compile dossiers for grant, exchange and re-issue of citizen identification cards
2- Select the type of citizen identification cards and proceed to describe the identity of the citizen.
3- Receiving fingerprints of citizens.
4- Take portraits of citizens.
5- Print the information receipt for citizens to check, sign, and write their full name; Officers receiving information from citizens shall check, sign and write their full names.
6- Print the population information collection form (if any), the form to update and correct population information (if any) for citizens to check, sign, and write their full name.
7- Collect fees as prescribed.
8- Revoking the old ID card
9- Issue an appointment letter
10- Right within the working day, the citizen information collector is responsible for handing over the application for issuance, exchange and re-issuance of the citizen identification cards to the file classification department.
