According to the report at the meeting, up to now, the average number of standard rural rural areas in the whole province is 15.96 criteria/commune. There are 113/194 communes recognized as meeting new rural standards, reaching the rate of 58%, exceeding 2 communes compared to the set target for the period 2016-2020. 162 villages were recognized as meeting the standards of model residential areas. 09 villages were recognized as meeting the standards of rural villages. In addition, in the province, there are 06 communes meeting advanced rural standards and 01 model rural village.
Regarding the construction of new rural areas in the district-level, Phu Ninh are recognized as meeting new rural standards. Dien Ban town, Tam Ky city completed the task of building new rural area. Duy Xuyen district and Hoi An city are completing the dossier, waiting for the central government to appraise and recognize it.
In 2021, the total capital from the New rural program is more than VND 257 billion. Currently, most of the projects planned for 2021 have been documented and appraised, and many are under construction and payment procedures are established. It is expected that by the end of 2021, the disbursement will reach 100% of the investment capital.
At the meeting, Mr. Ngo Tan - Deputy Director of the Department of Agriculture and Rural Development, Chief of the Provincial Office of Rural Development Coordination, said that by the end of 2021, there are at least 04 communes that meet the new rural standards, bringing the total number of communes meeting the new rural standards to 117/ 194 communes, reaching 60%; 04 communes meet advanced rural development standards; no more communes under 10 criteria; the average number of rural rural areas meeting the standards of the whole province is from 16.5 criteria/commune or more...
On this occasion, the Provincial Rural Rural Development Coordination Office also consulted on the Draft Project to support the implementation of the National Target Program on building new rural areas in the 2021-2025 period. In which, strive to have 42 rural villages, 64 advanced rural areas, 16 model rural areas, 04 rural rural districts, 03 advanced and model rural rural districts and 240 villages to meet the model rural area standards. Accordingly, representatives of departments and branches have commented on a number of contents on capital sources for the implementation of the Program.
Speaking at the meeting, Vice Chairman, Tran Anh Tuan acknowledged the achievements of the New Rural Development Program in the province. Despite difficult conditions due to epidemics and natural disasters, the targets set out have all been met and exceeded, contributing to the development of rural areas, including rural and mountainous areas.
Determining the tasks in the coming time, Vice Chairman Tran Anh Tuan asked the Provincial Rural Rural Coordination Office to coordinate with relevant departments, branches and localities to develop specific and detailed plans, close to specificity of each region. The set targets must have clear results; take the people's income as a measure to evaluate the results of the construction of new rural areas; define the roadmap for the criteria; concentrate on baling the whole machine; having a mechanism for decentralization of implementation management...At the same time, prepare a plan to appraise the rural rural district for Duy Xuyen; preparing to organize the contest "Model New Rural Residential Area" and Garden - Wall - Beautiful Street" in Quang Nam province in 2021.
Vice Chairman of the Provincial People's Committee Tran Anh Tuan basically agreed with the content of the Draft Scheme to support the implementation of the National Target Program on building new-scale rural areas in the 2021-2025 period. Accordingly, Mr. Tran Anh Tuan proposed the Provincial Rural Rural Coordination Office to absorb the comments, complete the Project and submit it to the upcoming Provincial Party Committee meeting.
